Who dug the hole?

As a long-time government guy I see lots of budget projections, plans, and estimates.  People generally want to show there plan as the best and come up with "interesting" ways to show there plan.  The only solution is to come up with your own measure of what matters and begin comparing from there.   This chart goes right to what matters.   Are we ahead (surplus) or behind (deficit) and what caused what.  Also this uses real numbers and not some projection of the future which is inaccurate at best.   Where did the debt come from?  See below for the Bush league solution.
